Center has No Role in Censorship Of Udtaa Punjab
NEW DELHI: The Centre has nothing to do, government sources said today, with the Censor Board's decision to impose heavy restrictions on the film "Udta Punjab," whose makers have been told that they cannot use "Punjab" in the title, nor refer to the state, politics or elections in the film.
1.Amid the controversy on censorship, Congress vice president Rahul Gandhi took a dig at state government tweeting, "Punjab has a crippling drug problem. Censoring 'Udta Punjab' will not fix it. The government must accept the reality and find solutions."
2.However, the sources said that the Censor Board is working under guidelines, and admitted that many of its rules need to be changed. Which is why, they said, noted filmmaker Shyam Benegal was asked to review them and suggest reforms. The Benegal committee submitted its report in April. Its recommendations would be implemented soon, the sources said.
3.But, they also said, "Restrictions on free speech will remain as long as the Indian Constitution remains." And that there will be a degree of subjectivity in decisions of the censor board.
4.The Censor Board has been widely criticised after its revising committee recommended that all references to Punjab, politics and elections be removed from Udta Punjab, which is based on drug abuse in the state.
5.Threatening to move court against the censorship, producer Anurag Kashyap today slammed Censor Board chief Pahlaj Nihalani calling him a "dictator". "Censor Board is his North Korea and he (Nihalani) is dictator, out-of-work filmmaker," he said talking to NDTV.
6.Earlier in the day, Mr Kashyap requested political parties against politicising the issue. "I request Congress, AAP and other political parties to stay out of my battle. It's my Rights vs the Censorship. I speak only on my behalf," he tweeted.
7.Critics have linked the censor board decision to elections early next year in Punjab, where opposition parties are using the drug menace as a key component of their campaign against the ruling Akali Dal, a partner of the BJP both at the Centre and in the state. Chief Minister Parkash Singh Badal and his son and deputy Sukhbir Badal, have raised strong objections to the title and content of the film.
8.The government sources said today that the filmmakers have the right to appeal against the decision of the Censor Board to a film appellate tribunal, which they have not exercised. Many other filmmakers have appealed to the tribunal recently against cuts and changes made by the board in their films.
9.With the board banning the word "Punjab," the filmmakers say they may have to change the title to only "Udta," if they don't reach a settlement with the revising committee soon.
10.The Censor Board had earlier refused to clear the film, starring Shahid Kapoor and Alia Bhatt, because of "excessive swearing". The film is scheduled for release on June 17.
